  4. CONSIDERATION OF RESOLUTION NO. 1836 ESTABLISHING WATER AVAILABILITY CHARGE FOR 1997-98 TO FINANCE WATER DISTRIBUTION SYSTEM AND FIRE FLOW UPGRADE PROGRAM AND CONSIDERATION OF REPORT ESTABLISHING WATER AVAILABILITY CHARGE FOR 1997-98. (For Board action.)
