Fees And Charges

The District has established rates and charges necessary to maintain its high-quality service. District rates and fees are developed using careful engineering and financial analysis of the cost of service. Your cost of water is based on how much water is actually used and whether or not you stay within your monthly water allocation.

All charges reflect a fairness principle that all customers pay for the cost of providing safe and reliable water services -- no more and no less. Currently, District rates are comparable to neighboring local water agencies.

Your Bill is Made up of Three Charges.
  1. Meter Charge. This is a fixed charge based on meter size.
  2. Water Rate. This changes based on the volume of water used.
  3. Water Shortage Emergency Surcharge. An additional, temporary charge based on usage.

1) Meter Charge

The meter charge is a fixed charge based on the size of the water meter.

2) Water Rate

The District completed a 5-Year Financial Plan and a Cost of Service study, and in August 2013 adopted a five-year schedule of necessary rate increases. The rate study assumed normal (non-drought) conditions and did not include additional expenditures related to the water shortage emergency.

3) Water Shortage Emergency Surcharge

The exceptional drought of the past five years has caused Montecito Water District to incur extraordinary costs for the purchase of supplemental water and to adopt a water shortage emergency ordinance leading to a significant reduction in customer water use.

These actions are necessary to protect the public health and safety of our community.

The District is also looking beyond short-term water purchases to develop and secure new, local water supplies, including studies on potential desalinated water production. As the desalination studies progress and we learn more, information will be brought to the community for discussion and input

The Water Shortage Emergency Surcharge is a temporary measure that is needed to purchase supplemental water, fund drought-related costs, and offset revenue losses. It is added to the water usage rates and applies to all water consumption.

Effective beginning with the September 2015 billing period, The Water Shortage Emergency Surcharge is $ 3.45 per Hundred Cubic Feet (748 gallons). This is based on a 35% reduction in water sales. It is added to the current rate as shown in the table below. The factors in setting the surcharge will be reevaluated regularly and the charge adjusted to represent actual water reduction and financial conditions.

4) Allocation Program Ordinance 94 Information

In February 2014, Montecito Water District adopted Ordinance 93, instituting mandatory water allocations in response to the most severe drought in the region's history. In March 2015, Ordinance 93 was replaced by Ordinance 94, which increased allocations to customers. The increased allocations under Ordinance 94 were made possible by supplemental water purchases that improved water supplies despite the continued abnormally low rainfall.
