MINUTES OF A SPECIAL MEETING 583 SAN YSIDRO ROAD, MONTECITO, CALIFORNIA CALL TO ORDER AND ROLL CALL The meeting was called to order by President
Puddicombe at 2:00 p.m.

PUBLIC FORUM
There were no comments made from the public during public forum.
AWARD OF BID CONTRACT FOR PICACHO LANE
AND PICACHO LANE, JR. MAIN REPLACEMENTS.
The Engineering Manager reported on the bids that were received for the Picacho Lane and Picacho Lane, Jr. pipeline replacement. He reported that the bids were well below the engineers estimate and that the contractor is ready to begin this project. He said that the contractor should be starting in two weeks in order to meet the County deadline for the overlay project. A motion was made by Director Wilson, seconded by Director Abel and unanimously carried to award the bid in the amount of $312,930 to Lash Construction, the low bidder for the replacement of the 6" Picacho Lane water main and the 4" Picacho Lane Jr. water main, and to appropriate funding in the amount of $312,930 from the 1998A bond fund for these two water main replacement projects.
LETTER TO STATE WATER RESOURCES CONTROL
BOARD
REGARDING PACIFICA WASTE DISCHARGE TO TORO CANYON SUBBASIN
The General Manager reported a copy of the proposed letter to the State Water Resources Control Board had been sent to everyone concerned, and that no comments had been received. After discussion a motion was made by Director Abel, seconded by Director Wilson and unanimously carried to send this letter as drafted, and to review the status of this in three months.
VERBAL REPORT ON ACWA WASHINGTON, D.C. CONFERENCE
Director Abel reported on the ACWA, Washington D.C. Conference. She said that this was an excellent way for ACWA members to visit legislators in the Congress in order to lobby on major issues of concern regarding California water resources. She reported on the meetings regarding the Pacific Coastal Salmon Recovery Initiative. A $100 million fund is proposed on a matching basis for the year 2000 federal budget to restore salmon on the Pacific Coast. The CCRB submitted a list of projects to restore steelhead in the Santa Ynez River below Cachuma.
