CALL TO ORDER AND ROLL CALL

The meeting was called to order by President Abel at 9:00 a.m.
Those in attendance were:

PUBLIC FORUM No comments were received from members of the public.	SECTION 2
engineering / distribution / treatment proposal from padre associates inc. for phase 1, ortega reservoir upgrade project/design services. General Manager Adjarian introduced Mr. Steve Tanner of Padre Associates. Mr. Tanner presented the Ortega Reservoir Upgrade Project/Design Services proposal to the Board, and answered questions from Directors. Mr. Adjarian requested that the Board reaffirm the General Manager’s existing authority on change orders from contractors on District capital projects. There was Board concurrence on this point. Following detailed Board discussion, a motion was made by Director Puddicombe, seconded by Director Bachman, and unanimously carried to accept Padre’s proposal for design services as amended $715,000 and, to approve a $71,000 budget for project contingencies to be administered by District staff. release of proposed draft mitigated negative declaration / initial study for ortega reservoir upgrade project. President Abel introduced Mr. Simon Poulter of Padre Associates. Mr. Poulter presented the proposed draft Mitigated Negative Declaration (MWD) / Initial Study (IS) for Ortega Reservoir Upgrade Project to the Board and answered questions from Directors. Mr. Poulter noted that minor comments had been received from the Department of Health Services, Cachuma Operations Maintenance Board, the County and Carpinteria Valley WD on the administrative draft environmental document. In response to a question from the Board, Mr. Simon reviewed the procedures to be implemented ensuring adequate public noticing about the document’s availability for public comments, as well as the dissemination of the draft MND/IS to affected District customers. It was noted that the public review period begins September 14, 2001 and ends October 15, 2001. Following detailed Board discussion, a motion was made by Director Puddicombe, seconded by Director Bachman, and unanimously carried to release the draft MND/IS for the Ortega Reservoir Upgrade Project for a 30-day public review. Mr. Hamilton updated the MWD Board on Carpinteria Valley WD’s issues of interest regarding the Ortega project. He also briefed the Board on Carpinteria’s upcoming open house scheduled for September 26th.	SECTION 5
GENERAL MANAGER’S REPORT In response to a question from the Board of Directors, Mr. Adjarian reported that he and Counsel Wulbrandt had reviewed and revised the draft MND/IS with regard to related legal issues.	SECTION 11
correspondence / news articles / reports / documents Staff had no correspondence or other published matter for the Board to consider at this time. Director Bachman commented on an editorial published in a recent edition of the Los Angeles Times regarding ACWA’s position on proposed Senate Bill (SB) 221. President Abel noted receipt of invitations by MWD from CVWD to their anniversary celebration scheduled for September 26, 2001 from 4-7 p.m at CVWD’s headquarters.	SECTION 13
