 Much of the busy construction activity that
can be observed along the streets of Montecito these days stems from the implementation of
the Districts long-term Capital Improvement Program. The years-long endeavor, when
complete, will replace much of the Districts water system.

To fund the program, the
District has dedicated a $13.5 million bond issue to its construction. The bond will be
partially repaid by the Water Availability Charge, which raises about $300,000 per year.
The remainder of the bond will be repaid from the Districts general fund. The total
District investment in upgrades is about $2 million per year. When needed, the District
can obtain additional funding under its long-term program.

 The current focus is on the
replace-ment of major pipelines throughout the District. Old and undersized pipe is being
replaced with larger diameter, ductile iron pipe, the strongest and longest lasting
material used in water lines. With the average age of pipe- lines currently about half a
century, the change will increase reliability and flow, improve water pressure and reduce
maintenance. |
