New fire hydrants are also being installed along with
the pipelines. The new hydrants fill important gaps in Montecitos fire fighting
capability, meeting greatly increased water flow requirements for modern firefighting. The
Fire District is contributing $16,000 per year for the first five years to this
cooperative program, with the Water District providing the remainder. Among other
benefits, these improvements may decrease local fire insurance rates.

Pipelines are only part
of the story. Pump stations which bring the water up Montecitos steep hills are
being built or enlarged to assure adequate supply and pressure. A planned protective cover
at Ortega Reservoir will maintain the Districts high quality water. Two treatment
plants built in recent years are enhancing water quality. Still another important recent
water supply project was the strengthening improvement to Juncal Dam. |
 Most projects are being
engineered in-house, allowing close control and saving money. However, much remains to be
done. While 20 miles of new pipelines are included in the present phase, the District has
a 100-mile pipeline system that will need additional upgrades in the future. |

Upgrade Schedule
Portions of the following streets are planned to have
pipeline and fire hydrant upgrades in the current fiscal year (from July 1, 1999 to June
30, 2000).
The District is taking many steps to minimize
inconvenience during construction: coordinating work with road projects, stopping work
during the holidays, and more.
